Technical Assistance to Enhance the Government of Rwanda’s Capacities in the Agriculture Sector for the Sustainable Use of Land and Water Resources, Value Creation and Nutrition Security (TECAN) is MINAGRI’s project (2017-2023) funded by European Union (EU) to enhance GOR's capacity in the agriculture sector for the sustainable use of land and water resources, value creation and nutrition which started officially on 11 September 2017 for 4 years. TECAN is a component of the Sector Reform Contract signed between the Government of Rwanda and the European Union.

Poverty Reduction Strategy

The overall objective of TECAN is to support the implementation of the government's economic development and poverty reduction strategy, thereby contributing to poverty eradication and the promotion of inclusive and sustainable growth.

Agriculture Reform

The purpose of TECAN is to support the institutions in charge of the agriculture reform, particularly the Ministry of Agriculture and Animal Resources (MINAGRI) of the Government of Rwanda and related implementing bodies RAB and NAEB. 

Food and Nutrition Security

TECAN offer its contribution to the food and nutrition security of households, broad-based agriculture value chain development, and the sustainable, climate- smart, efficient and effective use of land and water resources in the country.
